The word “minister” is the word that is translated from the Greek word diakanos. The New International Dictionary of New Testament Theology states: “It means a servant in a wider sense in Matt. 20:26; Mk. 10:43, and a helper in Eph. 6:21; Col. 4:7. The answer is no. They apply to both Christians and non-Christians. For example, one of the reasons Paul gives for a female not to teach or have authority over the man is because "Adam was formed first, then Eve. And Adam was not deceived, but the woman being deceived, fell into transgression" (1 Timothy 2:12-14).
