No. In the historical context, Paul is reprimanding the church for using the miraculous gift of tongues in an abusive manner. When a 1st century A.D. Christian used the gift of tongues (known languages of the 1st century, Acts 2:4, 7-11) and no one was able to understand him (because there was no one able to interpret the language), then the only person able to understand the language was God (who is omniscient and knows all languages).
